The current Steam description says players can choose a favorite from 22 starters and that each evolutionary line has a unique deck. That establishes the count, but not which option is strongest.
Why there is no starter tier list yet
A tier list needs the release build, consistent rules, and repeatable testing. Promotional copy cannot establish which starter is best.
